Richard Harley
Richard S. Harley, PhD., NCSP, LCPC, has been employed as a school psychologist by the Chicago Public Schools, District 299 for the past 27 years. He currently services four (4) schools in CPS’ Central Region – Cluster IV. Prior to returning to the field as a school psychologist for the last 8 years, Richard served as the Administrator, Psychological Services, Department of Specialized Services for 11 years. Richard has served on the ISPA Governing Board in the following capacities since 1989: President-Elect, Secretary, Governmental Affairs Chair; African American Affairs Committee etc. Richard participated on one of the subgroups along with other ISPA colleagues that drafted the position paper that led to the development of the Children’s Mental Health Bill in Illinois In addition; Richard served on two task forces that authored several of ISPA’s Best Practices Manuals on: Autism, TBI, and ADHD. Additionally, Richard served on two advisory committees for ISBE one of which drafted a Best Practices Manual on ADHD as well as served on ISBE’s Pupil Support Services Advisory Committee. Finally, during the height of the September 11, 2001 attack, Richard actively served as a member of NASP’s Governmental and Professional Relations Committee.
